Meetings
The West Central Neighborhood Association holds monthly Board meetings and General Association meetings. All meetings are held at Wellspring Interfaith Social Services, 1316 Broadway, Fort Wayne, Indiana. The following are the dates of our meetings for 2012. We welcome individuals to sit in on board meetings as well as regularly attend our general meetings.

West Central Officers (2012)
Trey Raftree joins us as Membership Coordinator replacing Carol Salge, who has been a valuable member of our team not only throughout this past year but also in prior years. Thank you, Carol, for your service to West Central, and welcome, Trey, to our team!
- President, Charlotte A. Weybright
Charlotte A. Weybright, originally from South Whitley, Indiana, has lived in Fort Wayne since 1992 and has resided in her home in West Central since 1995. She enjoys reading, gardening, crafts, community involvement, and working on her home. This is Ms. Weybright’s second year as president, and she is looking forward to another exciting year!
Ms. Weybright has a Bachelor of Arts in Political Science from Indiana University and a Juris Doctor from the Valparaiso University School of Law. She has four grown sons and nine grandchildren.
She is passionate about West Central and has served on the Board of Directors and as an Officer for the four years prior to assuming her position as president. Ms. Weybright is dedicated to West Central, its residents and businesses and is looking forward to a productive and exciting year in making the West Central Neighborhood an even better place in which to live “where history, art, and friends meet.”
- Vice President – Susan Smethers
Susan grew up in West Central and currently resides in a home which has been in her family for over 100 years. She enjoys everything the neighborhood has to offer: beautiful parks, close proximity to downtown and wonderful neighbors and friends. In addition to her seat on the board and the chairperson of the WCNA Planning Committee, she also serves on the Operating Committee for SCAN.
Susan graduated from Ball State University with a bachelor of science degree in Business Administration and is currently employed with Lincoln Financial Group.
- Treasurer, Chris Ruckman
Chris has lived in the neighborhood since 1989 with the exception of a 2.5-year ill-conceived move out to the countryside from 1991-1993. Chris enjoys walking, biking, and jogging around the neighborhood.
Chris has been the neighborhood association’s treasurer since the beginning of 2009 and he is also a fellow in the Society of Actuaries. Mr. Ruckman is also a partner in a business, Actuarial Brew, that provides actuarial training and examination preparation.
- Secretary- Justin Stalter
Justin Stalter grew up in Fort Wayne and has lived in West Central since 2009. His first involvement with the neighborhood came through participation in the Arts Fest committee for the 2010 Home & Garden Tour. He loves the urban environment that comes with living downtown and can’t fathom living in any other neighborhood in Fort Wayne.
Mr. Stalter holds a Bachelor of Arts in History and a Master of Public Management from Indiana University and is the owner and President of Stalter Group Multimedia.
- Membership Coodinator – Trey Raftree
Trey moved to West Central from Atlanta, Georgia, in late 2010 to be near family and to start a family. He owns several properties in and around the West Central neighborhood and helps manage a couple of local businesses. This is his first experience with urban living, and he believes it has so much more to offer then the burbs!
Trey has a Bachelor’s Degree in Computer Science from Northern Illinois University; he is not only at home in front of the computer monitor but also is equally at home fixing up older homes.

- Neighborhood Specialist – Benjamin Sanchez
A relatively new resident of West Central, Ben has lived in Fort Wayne since August 2010. Benjamin has his Master of Architecture degree from the University of Detroit Mercy. While studying architecture, he discovered he also had a passion for community development and took graduate level courses on the subject.
