GUEST SPEAKER:  Sherese Fortriede – City Rep

·         Sherese Fortriede explained the City’s plan for the area west of Harrison Square

§         The question was raised about single-family homes as compared to multi-family residential homes

§         Board held a discussion about zoning of sub area

§         Amendment needed for parking issues

§         “Glitch” amendment

§         Zoning Map – not adopting zoning map but intention is to recommend suggestions for development

·         A – core area- zero setbacks – dense – condos, etc.

·         B – less dense – restrictions on heights to 35-50’ – setbacks – single family – downtown “edge district”

·         C – 50’ or less – 2-story buildings – setbacks

·         Conservation area – only controls development not what is done to exterior of homes

·         Neighborhood gateways – RR companies need to fix up

·         Draft – September 17, 2007 – Plan Commission to hear amendments to comprehensive plan – then to City Council

·         Plan will be submitted in mid-October or November

·         Motion to support plan – C. Weybright – 2nd – M. Walsh – passed

PLANNING

·                     progress is behind schedule

·                     if cost overruns, contractor will absorb loss

·                     Just started into Tower loan

·                     Smoke detectors had to be hard wired – extra cost

·                     Under budget on appliances and under on landscaping

·                     LM loan- resolved problems with the City

§         Can pay off Tower with LM loan

·                     Must live in house 15 years or pro-rate proceeds back if leaving before

·                     Has to remain affordable housing for 15 years

·                     all three historic districts were approved

 

Vacant Lots

 

·                     neighborhood can acquire vacant lots

·                     1308 Rockhill purchased by Scott Greider

·                     812 Lavina available – C3

·         Contact Fred Mertz

·         County website has listing of properties

·                     Can purchase through a tax sale

·                     Swihart lost house in bankruptcy

·                     Would accept quit-claim deed

 

807 West Jefferson

 

·                     Kevin Gerbers has indicated that he wants a variance to put in a real estate  business

·                     Would require reduction in parking spaces

·                     Planning commission is not supporting it

·                     Owner is not living there

·                     M. Anderson makes a motion to oppose variance – C. Bromelmeier seconds – motion passes

·                     Hearing is September 27, 2007 at BZA office

 

 

 

 

HOUSE TOUR

 

·                     This year’s participation was down

·                     Sales - $7,189 (last year was $10,000)

·                     Received $850 in grant money to pay for entertainment and arts fair

·                     Jill must file report to received money

 

           

OTHER

 

·                     1416 Broadway was purchased

·                     Plan Meeting- talk to City about lane of traffic on north side of Washington Blvd.

·         Motion to study parking on north side made by C. Bromelmeier – second by M. Anderson – motion passed

§                     At corner of Broadway and Jefferson turn lane should be restored to its prior state as a legal turn lane and proper signage installed

·         M. Anderson makes motion to support – M. Walsh – seconds – motion passed

·                     Jill spoke about two upcoming conferences – state-wide conference 9/19/07 and O’Brian conference in Richmond, IN in October, 2007

·         M. Walsh made motion to finance Jill’s attendance at a conference of Jill’s choice – M. Anderson second – motion passed

§                     Newsletter – Mike Walsh needs articles

§                     Memorials for John’s mom and Mike’s dad were discussed

§                     Emmanuel Lutheran Church – revamping plans for parking

·         In 10 years will need more parking
